Meet Matthew

Horizon City is a rapidly growing suburban community in far east El Paso County, Texas. Since its incorporation in 1988, it has transformed into a thriving municipality with a population exceeding 23,000 residents.

Raised in both Tornillo and Horizon City, Matthew is a proud graduate of Horizon High School and a dedicated public servant. Now serving his third term on the Horizon City Planning & Zoning Commission, he remains committed to shaping the city's future and ensuring sustainable growth.

Matthew earned his Bachelor’s degree from the University of Texas at El Paso. His professional experience includes roles at the U.S. House of Representatives Committee on Oversight and Accountability, the United States Senate, The University of Texas System, the Texas Higher Education Coordinating Board, and the University of Texas at El Paso.

As a Horizon High School graduate and recent UTEP alumni, I understand the issues our community faces and the opportunities we have to shape its future. My experiences in local, state, and federal government have given me a deep understanding of how decisions impact everyday lives.

I’m running for Horizon City Council, because I believe in a future where we invest in our community, retain local talent, and make strategic decisions that benefit every resident.

As Vice-Chair of the Horizon City Planning & Zoning Commission, I have a track record of ensuring long-term, strategic growth that reflects the needs of our community.

Appointed to serve three consecutive two-year terms by the Horizon City Council, I have worked with city leadership to advise the City Council on development and land regulation issues, always keeping Horizon residents at the heart of every decision.
